What are Facebook lead generation ads?
Facebook lead generation ads, which Meta calls lead ads with instant form, show a form inside Facebook or Instagram when someone taps the ad. The person does not leave the app. Meta’s help page About lead ads with instant form explains the main features:
- Contact fields such as name, email and phone number can be prefilled from the person’s account, so the form is quick to submit.
- The advertiser can add custom questions to qualify the lead.
- Instant forms are used with the Lead Generation objective.
- Leads are downloaded from Ads Manager or the Facebook Page, or sent to a connected CRM.
Meta also sets limits on access. Its page About expired leads says leads can be downloaded for 90 days after the form is submitted, so advertisers who do not export or connect a CRM in time lose access to the data.
What are Facebook ads for leads that use a landing page?
The other way to run Facebook ads for leads is to send the click to a website. The ad looks the same in the feed, but the tap opens a landing page in the browser, and the person fills in the form there. The page owner decides the form fields, the layout, the consent language and how the submission is recorded and delivered.

What each option means for consent records
In MVA and home improvement, leads are usually contacted by phone and text, so whoever contacts the lead needs to be able to show the person agreed to it. The TCPA rules at 47 CFR 64.1200 set out the consent required for certain marketing calls and texts. This section is general information, not legal advice.
With an instant form
Meta lets the advertiser add a custom disclaimer to the form, with optional checkboxes for consent, in addition to Meta’s own privacy disclaimer. A privacy policy link is required; see About privacy policies for lead ads. The consent record is what the advertiser exports: the form fields and answers. Meta’s Lead Ad Terms also say the advertiser must include the disclosures and choice mechanisms the law requires, that lead data may not be sold under any circumstances, and that it may be transferred only if the recipient uses it for the purpose it was collected for.
With a landing page
The page owner writes the consent language, places it next to the submit button, and records what each person saw and agreed to. That record can be attached to the lead as a consent certificate and passed to the buyer. When leads are routed to buyers by ping/post, this is the record buyers look for. For lead gen affiliates, the practical difference is who owns the consent record. On an instant form, the record sits with Meta and the advertiser, under Meta’s terms. On a hosted landing page, it sits with the page owner, who captures it on every lead.
When to use each
- Use instant forms when you are the business that will contact the lead yourself, such as a contractor collecting quote requests for its own crew, and you have a process to export or sync leads quickly.
- Use a landing page when leads are routed or sold to buyers, when buyers need a consent certificate with each lead, or when you need sub ID tracking matched to sold leads.
Lead gen affiliates are almost always in the second group. The lead is sold to a buyer, so the setup has to support routing, consent certificates and sold-lead reporting.

How to run lead gen ads on Facebook with Summit
Meta is an approved Summit traffic source. With Summit, publishers send traffic to the Summit lander through their tracking link. The lead submits the form on the Summit lander, where Summit captures TCPA consent on every lead, attaches a consent certificate and routes the lead by real-time ping/post. Instant forms do not fit this setup, because the person would submit inside Meta instead of on the Summit lander.
- Get approved and get your tracking links. Every publisher is reviewed before going live.
- Create a campaign whose ads send people to a website, not to an instant form.

- Letting instant form leads expire. Meta says leads can only be downloaded for 90 days after submission.
- Judging by cost per form fill. Instant forms are easy to submit, so the number of forms is not the number of leads that sell.
- Sending landing page traffic without sub IDs. Without them, you cannot match sold leads to ads.
- Rebuilding a lander’s form on your own page. With Summit, the lead submits on the Summit lander.
