Sell final expense leads from your own forms
To sell final expense leads, capture requests from older adults who want a small whole life policy to cover funeral and end-of-life costs, using a short form with plain consent language. Send each lead in real time to buyers or a broker. Buyers pay for leads with an accurate age, state, phone number and address, and a consent record.
Summit Leads is now onboarding buyers and suppliers for life insurance, final expense, IUL and mortgage protection leads. Email us with the lines, states and daily volume you want.
This page is for lead generators whose forms reach older consumers asking about burial, funeral or final expense coverage. It covers what the product is, what buyers check, the extra care these consumers call for, and how selling through a broker works. Summit currently works with web leads (form fills). It does not buy or sell calls or live transfers.

What a final expense lead is
Final expense insurance is a whole life policy with a small face amount, bought to pay for a funeral, burial or cremation, final medical bills and small debts. It is also called burial insurance. The people who ask about it are mostly older adults.
Carriers commonly sell these policies in two forms. Simplified issue policies ask a short list of health questions. Guaranteed issue policies ask none. Because the policies are small and the underwriting is short, an agent can often quote and apply on one call or one home visit. That is why buyers value a lead that reaches the right person at the right number.
What final expense buyers look for in a supplied lead
Final expense leads are bought by agencies that sell by phone, by field agents who meet clients at home, and by independent and captive agents who write small whole life policies. Each one checks a lead for the details below.
| Detail | Why a final expense buyer wants it |
|---|---|
| Age or date of birth | Carriers set minimum and maximum issue ages, and price rises with age. |
| State and full mailing address | Field agents plan visits by address; phone agents check the state they can write in. |
| The phone number the person answers | Some older consumers answer a landline more than a mobile phone. Buyers want the number that reaches them. |
| Coverage amount wanted | Shows whether the request fits a small final expense policy. |
| What the coverage is for | Funeral, burial, cremation or leaving money for family. |
| Tobacco use and a few health answers | Help the agent choose between simplified and guaranteed issue products. |
Each buyer sets its own age range, states and other filters. The filters that apply to your leads are agreed during onboarding.
Contact standards for older consumers
Final expense leads reach people who may be less used to online forms and sales calls. Buyers expect extra care with these leads, and sellers who want steady buyers keep to these standards:
- Write the ad, the form and the consent text in plain words and readable type. The person should know they are asking an insurance agent to contact them.
- Do not suggest that the policy is a government program or benefit, that it is free, or that the person must act today.
- Do not state prices or promise approval. A carrier decides both.
- Pass opt-out requests on at once, so no buyer keeps calling a person who said stop.
- The federal rule at 47 CFR 64.1200(c)(1) bars telephone solicitations to a residential subscriber before 8 a.m. or after 9 p.m., local time at the called person's location. Record the state and ZIP code so buyers can tell the local time.
Some states have their own rules on insurance marketing to older consumers and on in-home sales. Each state insurance department publishes its rules; the NAIC keeps a directory of state insurance departments.
Consent and documentation for final expense leads
Every final expense lead needs a consent record a buyer can produce if the person later says they never asked for a call. Store the consent language shown, the time, the IP address and the page URL. If a family member fills out the form for a parent, the consent belongs to the person whose number was entered, so make clear on the form whose details should be used.
See insurance lead consent and documentation for what to record, and TCPA compliance for insurance leads for the federal and state calling rules.
How to sell final expense leads through a broker
With a broker, you integrate once and your leads reach every buyer whose filters they match. Final expense buyers often filter on age, state and whether they sell by phone or in person, so one lead can suit one buyer and not another.
Capture
The person completes your form and agrees to the consent text.
Check
You confirm the phone, address and age are valid before you post. See lead validation.
Post
Your system sends the lead to the broker in real time.
Route
The broker offers a partial record to matching buyers and sends the full lead to the winner. See how ping/post works.
Settle
Returns and payment follow the terms agreed during onboarding.

Frequently asked questions
What age range do final expense lead buyers accept?
Each buyer sets its own range, based on the issue ages of the carriers its agents write. The range that applies to your leads is agreed with the buyer, or during onboarding when you sell through Summit.
Do final expense buyers need a mailing address on every lead?
Buyers whose agents visit clients at home need a full address. Phone-based buyers often still ask for it to confirm the state and the person. Collect it on the form unless every buyer says it is not needed.
Can a family member fill out a final expense form for a parent?
Buyers usually want the lead to come from the person who will be insured, using that person's phone number. If a relative fills it in, the consent may not cover calls to the parent. Make clear on the form whose details to enter.
Does Summit buy final expense calls or inbound phone leads?
No. Summit works with web leads (form fills) only. It does not buy or sell calls or live transfers.
