Two IECC zones split Tennessee by county

The Department of Energy county guide, PNNL-33270 (2021 county data), places 34 Tennessee counties in IECC climate zone 3A and the other 61 in zone 4A. DOE uses the letter A for moist climates, and both zones carry it here. The zone number decides which window performance values the energy code asks for in a given county.

ENERGY STAR draws its own lines for windows. On the ENERGY STAR climate zone map (August 2025), Tennessee is not inside a single window zone; its counties fall in more than one. A buyer who quotes ENERGY STAR certified products should look up each county in the official ENERGY STAR zone finder before setting product rules by territory.

Which residential energy code Tennessee uses

For homes, the DOE Building Energy Codes Program page for Tennessee (checked October 7, 2026) shows the 2018 IECC with state amendments, effective July 16, 2020. The same page lists the 2021 IECC with amendments for commercial buildings only, so the residential and commercial editions differ in this state.

Because the residential edition sets the window values, buyers who route work to several crews often ask the lead form whether the request covers every opening in the house or only a few units.

Tennessee home ages and values

Tennessee housing is younger than in much of the Northeast and Midwest. The Census Bureau reports a median year built of 1987 in table B25035 (ACS 5-year 2020-2024), and table B25034 (ACS 5-year 2020-2024) shows 40.8% of housing units built before 1980.

Those older units are still a large group in absolute terms. The same table B25034 (ACS 5-year 2020-2024) counts 440,446 Tennessee units built in the 1970s alone. Buyers who want older homes can ask the request form to capture the approximate year the house was built.

The median value of an owner-occupied Tennessee home is $286,700 in table B25077 (ACS 5-year 2020-2024). Buyers who set different rules for higher and lower value areas apply them at the ZIP code level.

Tennessee license rules that reach window work

This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.

The Board for Licensing Contractors applies a dollar range to remodeling. Its Home Improvement Contractor page (checked October 7, 2026) says the license covers residential remodeling projects from $3,000 to $24,999 in the counties that adopted the law: Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby. The page lists replacement among the covered improvements and requires a $10,000 surety bond, general liability and workers compensation coverage.

Above that range, the Board's contractor license page (checked October 7, 2026) requires a contractor license for projects of $25,000 or more. The cancellation rule for home sales and other state rules are on leads in Tennessee.

Filters Tennessee window buyers set

Each filterFilterA rule that decides which leads a buyer is offered, based on fields such as vertical, sub-type, state, ZIP code, homeownership or accident details. Glossary below maps to a fact on this page.

  • ZIP code: lets a buyer stay inside one IECC zone or one ENERGY STAR zone, or limit work to the nine home improvement license counties.
  • Number of windows and scope: separates small jobs from whole-house projects, which tracks the license dollar range.
  • Home age: older homes from the 1970s and earlier are a distinct segment in the Census data above.
  • Homeowner status: the owner is the person who signs the contract.

Where buyers filter in Tennessee

Four of the six largest metro areas with Tennessee counties cross a state line, so a buyer covering Memphis, Chattanooga, Clarksville or Kingsport can include or exclude the out-of-state ZIP codes. Populations below are Census Bureau estimates for July 1, 2025.

  • Nashville-Davidson--Murfreesboro--Franklin: 2,197,416 (July 1, 2025 estimate)
  • Memphis, TN-MS-AR: 1,341,412 (July 1, 2025 estimate, whole metro area)
  • Knoxville: 968,137 (July 1, 2025 estimate)
