North Carolina's Department of Revenue names flooring in its sales tax guidance. In the Sales and Use Tax Bulletins dated January 1, 2026, the chart of services to real property in SUTB 72-21 lists the complete or partial replacement of floorings such as carpet, carpet padding, linoleum, vinyl tile, ceramic tile, wood, terrazzo and marble as taxable, even when the new material differs from the old one. The same chart lists patching carpet, carpet stretching and refinishing existing floors as taxable.

The definitions in SUTB 72-2 explain the category. Repair, maintenance and installation services include floor refinishing and the installation of carpet, flooring and floor coverings where the item may replace a similar existing item, except an installation substantiated as a capital improvement. The definition of remodeling gives the installation of hardwood floors with shoe molding as an example of one service, not a remodel. SUTB 72-3 states that the state does not tax the gross receipts of a real property contract.

Material purchases are where the state's consumer advice is most specific for floor jobs. The North Carolina Department of Justice Home Improvement page (checked October 7, 2026) warns against paying large fees in advance, says a small contractor that needs a lot of money up front for supplies may have poor credit or be in bad financial shape, and suggests that a homeowner who still hires that contractor buy the supplies and materials and pay for the labor once the project is finished. It also tells homeowners to check a general contractor's license and the contractor's complaint history with the Attorney General's office before hiring.
