South Carolina names floor covering installers in its residential contractor law. S.C. Code 40-59-20(7) (as amended in 2022) defines a residential specialty contractor as one doing specialized trade work on homes when the undertaking exceeds $500, and lists floor covering installers among the areas. A 2022 act raised that figure from $200.
Larger jobs move to the builder level. Section 40-59-20(6) of the same chapter (as of October 7, 2026) treats a person who builds or improves a residential structure as a residential builder when the cost of the undertaking exceeds $5,000.
Homeowners can lay their own floors. S.C. Code 40-59-265 (2022) exempts an owner of residential property who does painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work from building permit applications and from needing a builder or specialty contractor license.
