One ENERGY STAR zone, two IECC zones
New Hampshire is a single-zone state for window ratings. The ENERGY STAR window, door and skylight map (August 2025) places the whole state in the Northern zone, so the same ENERGY STAR window criteria apply from Nashua to the Canadian border.
The energy code map draws a line through the middle of the state. In the Department of Energy county guide, PNNL-33270 (2021 county data), five counties sit in IECC zone 5A: Cheshire, Hillsborough, Merrimack, Rockingham and Strafford. The other five, Belknap, Carroll, Coos, Grafton and Sullivan, sit in zone 6A. DOE uses the letter A for moist climates. Crews that cover both the southern tier and the North Country work in two code zones.
No state license for New Hampshire window contractors

New Hampshire does not issue a general contractor or home improvement license. The Attorney General's Office said so in a Department of Justice consumer alert (March 10, 2022): "contractors do not need to be licensed." The same alert lists electrical, plumbing, septic, well pump, asbestos abatement and lead abatement work as work a contractor should not claim to do without a license.
With no state roster to check, the alert tells homeowners to get at least three written, itemized estimates, ask for proof of insurance, and sign a written contract before any work or payment. That contract should set out the work, the materials, the total price and the payment schedule. The state's cancellation rule for home solicitation sales is on leads in New Hampshire.
The 2018 IECC in New Hampshire
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
New Hampshire builds homes to the 2018 IECC. The Department of Energy's Building Energy Codes Program page for New Hampshire (checked October 7, 2026) lists that edition as the current residential code, with an adoption date of July 1, 2022, an effective date of January 1, 2023, and no state amendments. The New Hampshire Department of Energy is the listed state contact.
For window buyers, the code edition matters most on permitted jobs where the window opening changes or the wall is opened up.
Age and value of New Hampshire homes
Half of New Hampshire housing was standing by 1979, the median year built in table B25035 (ACS 5-year 2020-2024). The companion table B25034 (ACS 5-year 2020-2024) puts 51.5% of units before 1980 and counts 120,399 units built in 1939 or earlier, one of the two largest age bands in the state.
Owner-occupied homes carry a median value of $402,500 in table B25077 (ACS 5-year 2020-2024). Pre-1940 houses in New England towns often have divided-light sash and nonstandard openings, so a buyer can ask for the approximate year the house was built and whether it sits in a historic district.
Filters New Hampshire window buyers use
- ZIP code: the most useful single filterFilterA rule that decides which leads a buyer is offered, based on fields such as vertical, sub-type, state, ZIP code, homeownership or accident details. Glossary here, since ZIP codes separate the zone 5A counties from the zone 6A counties and the Boston-area towns from the rest.
- Home age: the pre-1940 band is large, and those homes often need custom sizes or sash work.
- Number of windows and scope: whole-house replacement, a few units, or a new opening, which decides whether a permit and the 2018 IECC come into play.
- Homeowner status: the owner signs the written contract the Attorney General advises.
Where buyers filter in New Hampshire
New Hampshire has two metropolitan areas and one micropolitan area in the Census Bureau's July 1, 2025 estimates. The Boston figure covers the whole metro area in both states, not only its New Hampshire towns. Buyers outside these areas set ZIP codes the same way.
- Boston-Cambridge-Newton, MA-NH: 5,034,221 (July 1, 2025 estimate, whole metro area)
- Manchester-Nashua: 433,415 (July 1, 2025 estimate)
- Concord (micropolitan): 158,078 (July 1, 2025 estimate)
