Maine moved to a newer residential code in 2025. The DOE Building Energy Codes Program page for Maine (checked October 7, 2026) lists the 2021 IECC with amendments as the current residential code, with an adoption date of January 7, 2025 and an effective date of April 7, 2025. The same page shows that the state made amendments and that REScheck can be used to show compliance.

The definition section of the home construction contracts chapter, 10 M.R.S. 1486 (checked October 7, 2026), says a home construction contract covers building, remodeling or repairing a residence, and it lists window replacements by name next to carpeting and electrical, plumbing and heating work.

The next section, 10 M.R.S. 1487 (Maine Revised Statutes, checked October 7, 2026), applies to any such contract for more than $3,000 in materials or labor. That contract must be written and signed by both sides before work starts, must state estimated start and completion dates, and must limit the initial down payment to no more than 1/3 of the total price.
