Oregon is one of the states where personal injury protection is not optional. Oregon DMV's insurance requirements page (2026), citing ORS 806.010, lists three coverages every driver must carry: liability for bodily injury and property damage, PIP at $15,000 per person, and uninsured motorist coverage at $25,000 per person and $50,000 per crash.
PIP pays early bills on a timeline. The Oregon Division of Financial Regulation car insurance FAQs (2026) say PIP covers only "reasonable and necessary" medical expenses incurred within two years, up to $15,000 or the policy's PIP limit. The date care started, and how long it continued, tells a buyer whether the bills fall inside that window.
Because uninsured motorist coverage is required too, an Oregon claimant hit by an uninsured driver still has a policy to claim against. Buyers often ask the lead form to record whether the other driver had insurance at all.
Two years to file, and the not-greater-than fault test

Oregon's injury deadline runs from discovery. In an Oregon Court of Appeals opinion of May 30, 2024 (Case No. A179853), a motor vehicle injury case, the court applied the two-year time limit in ORS 12.110(1) and noted that it is subject to the discovery rule: the period starts when the plaintiff knows or reasonably should know of the injury and who caused it.
Fault is compared, not used as a full bar. A Court of Appeals opinion of June 28, 2017 (Case No. A157924) quotes ORS 31.600(1): contributory negligence does not bar recovery if the claimant's fault was not greater than the combined fault of the others, and damages are diminished by the claimant's percentage of fault.

Oregon minimum limits: 25/50/20
The liability floor listed by Oregon DMV (2026) is $25,000 per person and $50,000 per crash for bodily injury to others, and $20,000 per crash for damage to the property of others. The page states that it is illegal to drive without liability coverage in Oregon.
When the at-fault driver carries only the minimum, a firm may also look at what the claimant's own policy carries, so the insurance questions on a lead are worth as much as the injury questions.
