The county tables in PNNL-33270, the DOE climate zone guide (2021 county data) place 18 Oregon counties in IECC zone 4C and the other 18 in zone 5B. DOE uses the letter C for marine and B for dry, so the two halves of the state fall under different rows of the energy code's window tables.

The window rating map does not split. All of Oregon is shaded Northern on the ENERGY STAR climate zone map (August 2025), so a product qualified for that zone carries the ENERGY STAR label in Portland, Bend and every county in between.

Oregon writes its own residential code rather than adopting the IECC under that name. The Department of Energy's Building Energy Codes Program page for Oregon (checked October 7, 2026) lists the 2023 Oregon Residential Specialty Code as the current residential code, with state amendments, adopted October 1, 2023 and effective April 1, 2024. The state Building Codes Division is the contact DOE names for adoption.

The Construction Contractors Board's lead-based paint page (checked October 7, 2026) says Oregon enforces the federal EPA rules for housing and child-occupied facilities built before 1978, and that only contractors licensed for Lead-Based Paint Renovation can bid or work on pre-1978 homes. The Board adds that in Oregon a renovator firm must also hold a CCB license.
