California's residential code is a state-written standard. The DOE Building Energy Codes Program page for California (checked October 7, 2026) lists the 2025 Building Energy Efficiency Standards for both homes and commercial buildings, adopted December 17, 2024 and effective January 1, 2026, and names the California Energy Commission as the adopting agency. DOE shows "No" under state amendments.

Dry and marine climate zones in California

California counties land in seven IECC zones in PNNL-33270 (2021 county data), the DOE county guide: 3B in 25 counties, 3C in 14, 4B in 8, 5B in 6, 4C and 6B in 2 each, and 2B in 1. In DOE's lettering B marks dry climates and C marks marine climates, and California has no county in an A (moist) zone.
