California roofing license class and disaster-area rules
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
California licenses roofing as its own specialty. The Contractors State License Board describes the C-39 Roofing classification, set in Title 16 of the California Code of Regulations, as covering a contractor who installs products and repairs surfaces that seal, waterproof and weatherproof structures, using materials such as shingles, shakes, roof tile, slate, metal roofing systems and membranes.
Storm and fire recovery has separate guidance. The board's disaster information page (checked October 7, 2026) states that a job totaling $1,000 or more in labor and materials must be done by a CSLB licensee, that it is a felony to contract without a license in a declared disaster area, and that homeowners should not pay more than 10 percent down or $1,000, whichever is less.

California storm declarations and 2025 hail records
Four California major disasters declared since January 1, 2023 meet the storm count in FEMA's Disaster Declarations Summaries: DR-4699 (April 3, 2023), DR-4750 for Tropical Storm Hilary (November 21, 2023), DR-4758 (February 19, 2024) and DR-4769 (April 13, 2024). Two of the titles name severe winter storms with flooding, landslides and mudslides, one adds tornadoes, and DR-4758 is titled severe storm and flooding. None in the count was declared after April 2024, through the October 7, 2026 download.
Hail records are few. The 2025 Storm Events details file lists 11 California entries with event type Hail.
Method: a hail entry is a 2025 Storm Events record for California typed "Hail", kept at one record per county or forecast zone per event. FEMA declarations are counted once per DR number when the incident type is severe storm, tornado or hurricane (DR-4750 is typed hurricane) or the title names one; declarations typed as severe winter storms are excluded.
California housing age and ownership
More than half of California's housing went up before 1980. Table B25034 (ACS 5-year 2020-2024) puts that share at 56.0% and counts 2,458,155 units built from 1970 to 1979, the largest single decade in the table. Table B25035 gives 1976 as the median year structure built.
Ownership sets the pool of people who can approve a roof. The Census Bureau's table B25003 counts 7,567,568 owner-occupied units among 13,548,091 occupied housing units in the 2020-2024 estimates.
