The Contractors State License Board treats plumbing as its own classification. The C-36 Plumbing Contractor page (checked October 7, 2026) describes the work as supplying safe water at a suitable temperature and properly disposing of fluid waste, and includes water heating equipment and the replacement of the items it covers. Buyers that route jobs moving drains or supply lines can ask whether a client holds C-36 or hires a C-36 subcontractor.
The CSLB licensing threshold page (checked October 7, 2026) says a license is needed when a project requires a building permit, uses additional workers, or totals $1,000 or more in labor and materials, and that a larger job may not be split into smaller contracts to stay under that amount.
Sales staff have a rule of their own. The board's Home Improvement Salesperson page (checked October 7, 2026) says anyone who solicits, sells, negotiates or executes home improvement contracts for a licensed contractor must register with CSLB as an HIS, regardless of the contract amount, with the limited exceptions in Business and Professions Code 7152(c). CSLB's contracts guidance (checked October 7, 2026) says California requires a written contract for every home improvement project over $500 in combined labor and materials, and that any change to that contract must also be in writing and inform the homeowner of the right to cancel.
The same CSLB page (checked October 7, 2026) caps the deposit: the down payment should never exceed 10 percent of the contract price or $1,000, whichever is less. It names one exception, a contractor with a blanket performance and payment bond on file with CSLB.
Federal rules can apply on top of these. The FTC Cooling-Off Rule lets a buyer back out of certain sales made at home within three days.
