California license classes for floor work

This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.

The Contractors State License Board's C-15 Flooring and Floor Covering classification (checked October 7, 2026) covers preparing surfaces and installing carpet, resilient sheet goods and tile, and wood floors, including finishing and repair, but it excludes ceramic tile. Ceramic, mosaic, quarry and stone tile fall under the separate C-54 Ceramic and Mosaic Tile classification.

The board's licensing exemptions (checked October 7, 2026) cover work that needs no building permit, uses no employee labor and totals less than $1,000 in labor, materials and other costs, and a larger project may not be split up to stay under that amount. The same page lists a seller of installed carpet who holds a retail furniture dealer's license and contracts the installation to a licensed carpet installer.

The general CSLB license requirement and the home solicitation cancellation periods are summarized on leads in California.

California owners and new arrivals

California has more owner-occupied housing than any other state: 7,567,568 units out of 13,548,091 occupied units in table B25003 (ACS 5-year 2020-2024). Renters still occupy a large part of the stock, so owner status is a filterFilterA rule that decides which leads a buyer is offered, based on fields such as vertical, sub-type, state, ZIP code, homeownership or accident details. Glossary most buyers keep on.

Among those owners, 1,030,149 households moved in during 2020 or later, in table B25038 (ACS 5-year 2020-2024), third among the 50 states after Texas and Florida. A change of owner is often when floors get replaced, which is why buyers track this count; it measures households, not leads. The table's move-in bands start at 2020, not 2021.

California home values and building decades

Only Hawaii has a higher median home value. California's is $734,700 in table B25077 (ACS 5-year 2020-2024). Buyers whose installers quote in a set price range usually pick ZIP codes rather than whole counties.

The 1970s produced more of the state's current housing than any other decade. The table gives each band from table B25034, with the two oldest bands combined.

How California flooring campaigns are filtered

Because tile and other floor coverings sit in different license classes, many California buyers sort by material first:

  • Material and rooms: ceramic or stone tile, carpet, vinyl, laminate or hardwood, and how many rooms the homeowner wants done.
  • Homeowner status: owners only, which removes renter requests in a state with a large rental stock.
  • ZIP code: chosen to match the area and price range an installer serves.
  • Move-in timing: whether the requester bought the home recently.

Where buyers filter in California

All six of California's largest metro areas lie inside the state, led by Los Angeles-Long Beach-Anaheim at nearly 13 million people. Populations are Census Bureau estimates for July 1, 2025. ZIP code selection works the same inside or outside these areas.

  • Los Angeles-Long Beach-Anaheim: 12,844,441 (July 1, 2025 estimate)
  • Riverside-San Bernardino-Ontario: 4,769,007 (July 1, 2025 estimate)
  • San Francisco-Oakland-Fremont: 4,630,041 (July 1, 2025 estimate)
  • San Diego-Chula Vista-Carlsbad: 3,282,248 (July 1, 2025 estimate)
