Roofing licenses and roof warranties in Hawaii

This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.

Hawaii treats roofing as a separate specialty license. Exhibit A of HAR chapter 16-77 (Contractors License Board rules, posted February 2026) lists the C-42 roofing contractor class, which covers installing a weather tight roof covering in metal, shingles, shakes, tile, built-up and single ply systems, spray foam and similar materials, plus roof flashing. Narrower subclasses exist for metal shingles (C-42a), wood shingles and shakes (C-42b), concrete and clay tile (C-42c), urethane foam (C-42e) and roof coatings (C-42g).

For a buyer serving Hawaii contractors, the class matters at routing time. A tile roof request belongs with a contractor whose license covers tile, and a coatings request may fit a C-42g holder that cannot take a full reroof.

Chapter 444 also has a roofing section. HRS 444-25.7 (DCCA copy of chapter 444) says a contract to build, repair or improve a roof covering that promises a workmanship warranty of more than seven years must come with a surety bond for the roof covering's replacement value, for the benefit of the owner or lessee of a private residence. The contractor gives the owner written evidence of the bond before signing. Separately, section 444-10.6 lets the board issue emergency contractor licenses during a disaster declared by the governor when it finds a shortage of Hawaii licensed contractors.

How these numbers were counted: the hail figure counts 2025 Storm Events records for Hawaii whose event type is Hail, one record per county or forecast zone per event. The FEMA figure counts distinct state DR declarations with an incident type of severe storm, tornado or hurricane, or a title naming one; severe winter storms are excluded.
