Hawaii spells out the contents of a home improvement contract in its contractor rules. Under HAR 16-77-80, in the Department of Commerce and Consumer Affairs copy of HAR chapter 16-77 (posted February 2026), every contractor gives the homeowner a written contract that is signed before any work begins and lists: the contractor's name, address, license number and classification; the exact dollar amount due; the start date and the number of days to complete; the scope of work and materials; the approximate share subcontracted, with subcontractor names and license numbers; a capitalized statement on the risk of paying a sales representative; lien rights; any warranty; and both signatures.

Disclosures come even earlier. HAR 16-77-79 in the same document requires them before a binding contract and before a building permit application: the scope of work, the share to be subcontracted, whether the contractor is bonded and whether the owner may demand bonding, the license number and classes, any warranties, and a cost estimate. Section 16-77-80(c) leaves out service-type work, such as plumbing maintenance, that needs no county permit.

Under HAR 16-80-4(5), in the DCCA copy of chapter 16-80 (posted February 2026), anyone who performs plumbing work, or directs and supervises it, must hold a journey worker plumber or master plumber license from the Board of Electricians and Plumbers.
