The licensing division's AS 08.18 compilation (September 2023) defines a mechanical contractor in AS 08.18.171 as one whose work includes plumbing under the Uniform Plumbing Code, and AS 08.18.028 bars registration unless the applicant is, or employs, a licensed mechanical administrator. Under 12 AAC 21.700 in the same document, a handyman registration may not cover work that requires a mechanical administrator or a residential endorsement.

The worker holds a separate credential. The Department of Labor and Workforce Development says on its plumbing and electrical page (updated August 4, 2025) that it issues certificates of fitness in the plumbing trade and that, with limited exceptions, work subject to the Plumbing Code (AS 18.60.705) requires one. Its state inspectors check new and altered plumbing in communities of 2,500 and above.

The Mechanical Inspection home page lists the 2018 Uniform Plumbing Code as the code adopted at 8 AAC 63.101(1), and it says inspection authority in the Municipality of Anchorage is deferred to local inspectors.

The residential endorsement has a size test that matters for remodels. AS 08.18.025(a), in the September 2023 compilation, requires the endorsement for a general contractor that builds or alters a privately owned residential structure of one to four units, and for that subsection it defines "alteration" as changes with a value greater than 25 percent of the value of the structure being altered. A buyer can capture the project budget and the approximate home value so that a contractor client can apply the test itself.
