Vermont's criminal home improvement fraud statute starts at $1,000. Under 13 V.S.A. 2029 (Vermont Statutes Online, 2026), home improvement means fixing, replacing, remodeling or repairing any building or any portion of a building used as a residence, roofs included. The offense applies to a contract or agreement, written or oral, for $1,000 or more with one owner, or $2,500 or more in total with several owners, when the person knowingly fails to perform and then fails to refund, agree on a completion plan or pay, misrepresents a material fact, or uses a deceptive act to obtain the contract.
The same section has a storm provision. During a declared state of emergency, 13 V.S.A. 2029(b)(4) (2026) includes charging more than two times the average price for goods or services related to the emergency, where the increase is not due to added costs. A person convicted under the section is placed on the Attorney General's Home Improvement and Land Improvement Fraud Registry.
Two parts of the residential contractor chapter matter for exterior work. 26 V.S.A. 5502(5) (2026) says the chapter does not apply to work on a structure that is not attached to a residential building. 26 V.S.A. 5507 (2026) sets registration fees of $75 for an individual and $250 for a business organization, paid at application and at each biennial renewal.
