The Board of State Examiners of Plumbers and Gas Fitters fact sheet (checked October 7, 2026) says only a master or journeyman plumber examined and licensed by the board, with the proper permits from the local plumbing inspector, can perform plumbing work at a home. Permits for plumbing are issued only to licensed plumbers.

The fact sheet lists the training behind each license: a journeyman has three years as an apprentice, 300 hours of theory and a passed examination; a master has at least one year as a journeyman, 100 more hours of advanced theory and a passed master examination. No permit is needed for minor repairs such as fixing a leaky faucet or clearing a blocked drain, but replacing or relocating a faucet, valve or piping is outside that exception.

The remodeler usually holds a second credential. The Office of Consumer Affairs and Business Regulation (checked October 7, 2026) charges a $150 registration fee for a Home Improvement Contractor and a separate Guaranty Fund payment of $100 to $500, scaled to the number of employees. Chapter 142A sets the contract. According to the OCABR sample contract page (checked October 7, 2026), every home improvement contract over $1,000 must be in writing, and the contractor's registration number goes on its first page.

  • Deposit: no more than one-third of the total price, or the actual cost of special-order or custom material that must be ordered before work starts.
  • Dates and price: start and completion dates, a detailed description of the work and materials, the total price and a payment schedule in dollars.
  • Notices: a three-day cancellation notice for contracts signed away from the contractor's office, and the warning "DO NOT SIGN THIS CONTRACT IF THERE ARE ANY BLANK SPACES" above the signature line.
  • Permits: a clause on required permits; owners who pull their own permits are not eligible for the Guaranty Fund.
  • Start of work: no work before the contract is signed and the owner has a copy.
