Rhode Island licenses plumbers through the Department of Labor and Training. Its regulation 260-RICR-30-15-9 (effective January 4, 2022), issued under R.I. Gen. Laws chapter 5-20, says no person may engage in the business of plumbing or contract to install, maintain or repair plumbing without a certificate of license. A journeyperson plumber applicant must have spent the full 8,000 hours of required on-the-job training employed as an apprentice in Rhode Island, and a master plumber applicant needs one year as a licensed journeyperson plus a written examination.

Remodelers register with the Contractors' Registration and Licensing Board. The board's general rules, 440-RICR-10-00-1 (effective January 4, 2022), require the registration or license number on all written contracts, proposals and invoices.
