Rhode Island storm declarations and the 2025 hail record
Three Rhode Island major disasters for severe storms were declared between January 1, 2023 and October 7, 2026, all in 2024, according to FEMA's Disaster Declarations Summaries: DR-4753 for severe storms, flooding and tornadoes (January 7, 2024), and DR-4765 and DR-4766, both for severe storms and flooding and both declared on March 20, 2024.
Hail is rare in the state's records. The 2025 file of NOAA's Storm Events Database contains one Rhode Island hail record, along with 10 thunderstorm wind records. These counts say nothing about how many homeowners need a roof; they describe 2025 weather reports only.
Method: the NOAA figures count 2025 Storm Events records of each event type for Rhode Island, one record per county or forecast zone per event. The FEMA figure counts distinct state major disaster (DR) declarations whose incident type or title is a severe storm, tornado or hurricane, without severe winter storms.
Hurricane deductibles and Rhode Island roofing claims
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
For roof claims after a hurricane, the rule a buyer meets most often is the deductible. Section 13.4 of the Department of Business Regulation's Property Insurance and Weather Related Claims regulation (effective January 4, 2022) caps the hurricane deductible in a residential property policy at 5% of the insured value of the dwelling. The regulation defines a hurricane as an event for which the National Weather Service has issued a hurricane warning for that part of the state.
- Waiver: under sections 13.6 and 13.7, the hurricane deductible is waived once the insured installs the approved mitigation measures for the home's building code zone; in Zone 3 these include roof tie-downs as well as plywood shutters.
- Mediation: under section 13.11, after a hurricane the Department may issue a bulletin that opens nonbinding mediation to insureds with residential damage claims from that storm.
Contractor registration with the Contractors' Registration and Licensing Board, and the state's door-to-door and elderly cancellation rules, are covered on leads in Rhode Island.
Rhode Island housing age and owners
Only New York has a larger share of pre-1980 housing among the 50 states in the ACS 5-year estimates for 2020-2024. Rhode Island's share is 70.9% in table B25034, and its median year built is 1962 in table B25035. The largest group in table B25034 is homes built in 1939 or earlier.
Owner-occupied units number 281,002 of 441,570 occupied units in table B25003 (ACS 5-year 2020-2024). The rest are rented, and a renter cannot approve a roof.
What Rhode Island roofing buyers filter on
Rhode Island has old housing and few hail records, so these filters lean on home age and insurance claims more than on hail dates.
- Project type: replacement of an aging roof, repair, or work after a coastal storm.
- Homeowner status: removes the renter households in the housing count.
- Insurance claim status: separates claim-paid jobs, where a hurricane deductible may apply, from cash or financed jobs.
- ZIP code: buyers choose the towns and ZIP codes their crews serve, coastal or inland.
Where buyers filter in Rhode Island
Rhode Island has a single metropolitan area in the Census Bureau's July 1, 2025 estimates, and it also includes part of Massachusetts, so the population below is for the whole area. Buyers working the state usually pick ZIP codes or towns instead.
