Who owns Rhode Island homes, and who just moved in
Rhode Island has 281,002 owner-occupied units among 441,570 occupied housing units, 63.6%, in table B25003 (ACS 5-year 2020-2024). That is the 9th lowest owner share of the 50 states, so filtering out renters, who cannot approve a new floor, removes more households here than in most states.
Of the owners, 38,835 moved into their home in 2020 or later, per table B25038 (ACS 5-year 2020-2024), with 33,654 arriving from 2020 to 2022 and 5,181 in 2023 or later. Buyers look at new owners because replacing worn or dated floors is a common early project after a purchase. This is a count of households, with no bearing on how many request quotes.
Rhode Island housing: older than almost anywhere
In table B25034 (ACS 5-year 2020-2024), 146,414 of Rhode Island's 485,932 housing units were built in 1939 or earlier, 30.1%, a share only two states exceed. New building is scarce by comparison: the 2000s and the 2010s each make up a smaller share of the stock here than in any other state, at 6.1% and 3.7%.
The median owner-occupied home is valued at $404,200 in table B25077 (ACS 5-year 2020-2024), the 13th highest of the 50 states. In the table below, 1940 to 1959 is one row.

Rhode Island board rules that reach flooring work
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
The Contractors' Registration and Licensing Board sets a dollar line for small jobs. Its contractor rules, 440-RICR-10-00-2 (effective January 4, 2022), define "casual," "minor" or "inconsequential" work in section 2.4(B) as work not of a structural nature that cannot affect the health or safety of the owner or occupant, with a total value for the contract, labor and materials under $500.
Advertising carries the registration number. Section 1.6.3 of the board's general rules, 440-RICR-10-00-1 (effective January 4, 2022), requires the number to appear in a conspicuous manner on all forms of advertising, naming online ads, website ads, social media ads, business vehicles and pamphlets, and prohibits advertising in any form by an unregistered person.
Registration also has a study requirement. Section 2.8(C) of 440-RICR-10-00-2 (2022) has registrants complete five hours of approved continuing education during each two-year registration cycle; contractors doing only commercial work are exempt.
The registration requirement under General Laws 5-65-3 and the door-to-door and elderly cancellation rules are on leads in Rhode Island.
Setting up a Rhode Island flooring order
Most Rhode Island orders use some mix of these fields:
- Homeowner status: owners only, a larger cut in a state with a below-average owner share.
- Material and rooms: hardwood refinishing, carpet, vinyl plank or tile, and the number of rooms, which matters in older houses with several floor types.
- Move-in timing: a yes or no on whether the owner moved in during the last few years.
- ZIP code: a statewide order or a short list of towns, set by ZIP code.
