Class A begins at $150,000 for a single contract or $1 million in 12 months.

The penalties are in section 54.1-1115 (checked October 7, 2026). Contracting without a license, or without the proper class for the value of the work, is a Class 1 misdemeanor. A person who undertakes the work that way may also be fined up to $500 for each day of the violation Under subsection C, a contractor without a valid license cannot enforce the contract unless it gave substantial performance in good faith and did not actually know a license was required.
