The firm's contractor license has its own limit. The Board for Contractors regulation 18VAC50-22-30 (checked October 7, 2026) says the home improvement contracting (HIC) specialty does not provide for electrical, plumbing, HVAC or gas fitting functions. A bathroom job that moves a drain or a supply line therefore involves a plumbing license on top of the HIC classification.

- the total cost, the progress payment schedule and the down payment amount
- the materials and work the consumer specifically requested
- a statement that the contractor will comply with local permit, inspection and zoning requirements
- disclosure of the parties' cancellation rights
- the contractor's name, address, license number, class and specialties
- a notice of the Virginia Contractor Transaction Recovery Fund
