Coastal, Piedmont and mountain code zones in Virginia
Virginia is split three ways on the building code map. The DOE county guide, PNNL-33270 (2021 county data), lists 109 Virginia counties and independent cities in IECC zone 4A, 19 in zone 3A and 4 in zone 5A. The 3A group includes Virginia Beach, Norfolk, Chesapeake and the other Hampton Roads cities along with several Southside counties. The 5A group is Highland, Bath and Alleghany counties and the city of Covington in the western mountains. All three zones carry the A letter, which DOE uses for moist climates.
The ENERGY STAR window rating also changes inside the state. Virginia sits in more than one zone on the ENERGY STAR climate zone map (August 2025), so a buyer that quotes certified products should look up each county or ZIP code in the official ENERGY STAR zone finder rather than apply one statewide rating.
Which residential energy code Virginia enforces
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
On the Department of Energy's Building Energy Codes Program page for Virginia (checked October 7, 2026), the residential entry reads 2021 IECC with amendments, adopted December 18, 2023 and effective January 18, 2024. DOE names the Virginia Department of Housing and Community Development as the state contact for adoption. A request that involves new window openings or structural changes is more likely to bring a building permit and inspection than a like-for-like sash swap, so buyers often ask the form to record the scope.
How old Virginia homes are, and what they are worth
Half of Virginia housing units were built in 1984 or later. The Census Bureau's table B25035 (ACS 5-year 2020-2024) puts the median year built at 1984, and table B25034 for the same period shows 43.5% of units built before 1980.
The 1980s are the largest decade band in that table B25034 (ACS 5-year 2020-2024), with 580,863 units built from 1980 to 1989. Windows installed in homes of that era are now decades old, and a buyer can ask the request form for the home's approximate build year to separate those jobs from homes with original pre-war frames.
For pricing, table B25077 (ACS 5-year 2020-2024) gives a median value of $383,700 for an owner-occupied Virginia home.
Virginia contractor classes and the specialties that cover windows
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Virginia sorts contractor licenses by job size. Under Code of Virginia 54.1-1100 (checked October 7, 2026), a Class C contractor works on a single contract or project worth over $1,000 but less than $30,000, or on less than $250,000 of work in any 12-month period. Class B and Class A cover larger amounts. Many single-home window jobs fall in the Class C range, though a whole-house job can exceed it.
The license also names specialties. The Board for Contractors regulation 18VAC50-22-30 (checked October 7, 2026) defines home improvement contracting (HIC) as repairs or improvements to dwellings and townhouses, and glass and glazing contracting (GLZ) as including the glazing of frames, panels, sashes and doors and the installation of these items in any structure.
The general license requirement and the home solicitation cancellation rule are covered on leads in Virginia.
Fields Virginia window buyers set before a lead is sold
- ZIP code: a buyer can keep Hampton Roads, Northern Virginia and the western mountain counties apart, since each sits in a different code zone.
- Home age: the build year shows whether a house dates from the large 1980s wave or from before 1940.
- Number of windows and scope: the window count and whether openings change tie to the energy code and to the Class C contract range above.
- Homeowner status: only the owner can approve the work and sign the contract.
Where buyers filter in Virginia
Virginia window crews tend to work from one metro outward, and two of the largest metros cross into neighboring states. These are the six largest metro areas that include Virginia localities, in the Census Bureau's July 1, 2025 estimates. Buyers can also pick ZIP codes outside them.
- Washington-Arlington-Alexandria, DC-VA-MD-WV: 6,465,724 (July 1, 2025 estimate, whole metro area)
- Virginia Beach-Chesapeake-Norfolk, VA-NC: 1,797,213 (July 1, 2025 estimate, whole metro area)
