Maryland licenses home improvement contractors at the state level. Business Regulation 8-301 (checked October 7, 2026) requires a contractor license to act as a contractor in the state and a salesperson or contractor license to sell a home improvement. Its list of exceptions includes "a solicitor for a contractor who calls an owner by telephone only."

The Maryland Home Improvement Commission (checked October 7, 2026) defines home improvement to include replacement of a building or part of a building used as a residence. Its Guaranty Fund, paid into by licensed contractors, lets a homeowner recover actual losses up to the amount paid to the contractor, with a limit of $30,000, and applies only to work by licensed contractors.

According to the DOE Building Energy Codes Program page for Maryland (checked October 7, 2026), the residential code is the 2021 IECC with amendments, adopted May 19, 2023 and effective May 29, 2023. The commercial code on the same page pairs the 2021 IECC with ASHRAE 90.1-2019.

Climate zones across Maryland counties

Most of the state shares one code zone. The DOE county guide, PNNL-33270 (2021 county data), puts 22 Maryland county-level areas in IECC zone 4A and 2 in zone 5A. The A in both labels is DOE's marker for a moist climate.
