The Department of Justice's home improvement regulations, announced on November 1, 2023 as in effect that day under the Consumer Fraud Act, add rules for the sale itself:

  • A copy of the Consumer Protection Unit's summary of the regulations must be given before the buyer signs a home improvement contract.
  • A binding contract may not be described to the homeowner as an "estimate".
  • Homeowners may not be asked to sign incomplete contracts.
  • A certificate of completion may not be obtained before the work is actually completed.
