Delaware storm records since 2023

FEMA's Disaster Declarations Summaries contain no Delaware major disaster for severe storms, tornadoes or a hurricane declared between January 1, 2023 and October 7, 2026. A buyer setting Delaware filters therefore works from local storm reports and housing age, not from a federal declaration.

The 2025 file of NOAA's Storm Events Database has one Delaware hail record and 31 thunderstorm wind records. Wind reports outnumber hail reports 31 to one in that file.

How the figures were produced: NOAA counts are 2025 Storm Events records of each event type for Delaware, with one record for each county or forecast zone an event touched. The FEMA count includes only distinct state major disaster (DR) declarations whose incident type or title is a severe storm, tornado or hurricane, and excludes severe winter storms. A count of zero is reported as zero.

Delaware has drawn a line between repairing storm damage and handling the claim for it. The Department of Insurance Producers and Adjusters Bulletin No. 28 (revised February 13, 2025) sets out what a contractor without a Delaware public adjuster license can and cannot do.

  • Allowed: offer repair services to an owner, give an opinion on whether damage came from a storm, prepare an estimate and scope of work, and be present when the insurer's adjuster inspects.
  • Not allowed: prepare or submit the claim, negotiate it with the insurer, advise on policy coverage, or advertise as a "claim specialist" or as able to raise the settlement.
  • Power of attorney: a contractor may not get around the public adjuster license requirement in 18 Del. C. 1751 by taking a power of attorney from the insured.
  • Assignment: Senate Bill 80 of the 151st General Assembly lets a property insurer limit assignment of policy benefits so that they cannot be assigned to a property repair contractor.

Delaware housing: owners and age

Delaware's housing is newer than in most states. Table B25034 shows 41.9% of units built before 1980, and the largest single decade in the table is 2000 to 2009, in the ACS 5-year estimates for 2020-2024. The median year built is 1987 in table B25035 for the same period.

Of 402,038 occupied housing units, 293,383 are owner-occupied, according to table B25003 (ACS 5-year 2020-2024). Those owners are the households that can sign a roofing contract.

What Delaware roofing buyers filter on
