New Jersey regulates home improvement work through business registration with the Division of Consumer Affairs, under the Contractors' Business Registration Act that begins at N.J.S.A. 56:8-136. The Division's registration FAQ (as of October 2026) defines home improvements to include repairing and renovating residential property, and states that out-of-state businesses and subcontractors must also register. It notes that P.L. 2023, c.237 amended the Act and added new requirements for both new applicants and renewals.

According to the same Division FAQ (as of October 2026), a registered business must file proof of commercial general liability insurance of at least $500,000 per occurrence, workers' compensation coverage unless exempt, and an additional security such as a compliance bond or a bank letter of credit. That security runs from $10,000 to $50,000 depending on contract values. Registered businesses must also use written contracts for jobs costing more than $500 and display their registration number in advertising, on business cards and on commercial vehicles.
