No state has older housing. In the Census Bureau's ACS 5-year estimates for 2020-2024, table B25035 puts the New York median year structure built at 1959, and table B25034 shows 73.9% of units built before 1980. Both are the highest age figures among the 50 states in the same tables.

The owner count is smaller than the housing count suggests, because much of New York housing is rented. Table B25003 (ACS 5-year 2020-2024) counts 4,196,985 owner-occupied units out of 7,722,646 occupied units. Storm records and federal declarations in New York

Hail is a smaller part of the New York storm record than wind. The 2025 file of NOAA's Storm Events Database (file dated August 19, 2026) holds 87 New York hail records and 635 thunderstorm wind records with a 2025 begin date.

Four New York major disasters for severe storms or tornadoes were declared from January 1, 2023 through October 7, 2026, according to FEMA's Disaster Declarations Summaries: DR-4723 (July 22, 2023), DR-4755 (January 30, 2024), DR-4814 (August 29, 2024) and DR-4839 (October 21, 2024). Each title also names flooding. A separate declaration for the remnants of Tropical Storm Debby, DR-4825 (September 24, 2024), is a tropical storm declaration and is not in that count.

Counting method: each Storm Events figure is the number of state records of that event type that began in 2025, where one record covers one county or forecast zone in one event. The FEMA figure counts distinct state major disaster (DR) declarations whose incident type or title is a severe storm, tornado or hurricane; severe winter storms and tropical storms are left out.

What New York law requires of roofing contractors

This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.

New York has a statute written for roofers. General Business Law 771-b (revision of May 29, 2020) applies to roofing contractors doing roofing, gutter, downspout or siding work for an owner. Its points that touch insurance-paid jobs are listed below.

  • Deductibles: a roofing contractor may not advertise or promise to pay or rebate any part of an insurance deductible, and the ban covers discounts, gifts, credits and referral fees.
  • Cancellation after a denial: an owner whose contract is to be paid under a property and casualty policy may cancel until midnight on the third business day after the insurer gives written notice that all or part of the claim is not covered. A handwritten emergency waiver is the stated exception.
  • Claims: the contractor may not report, adjust or negotiate the claim for the owner, or take a referral fee from anyone who does.
  • Payment: the contractor may not require a deposit; it may invoice for materials on delivery and for the rest on completion.
