In absolute numbers the recent-buyer group is still large: 496,383 owner households moved in during 2020 or later, in table B25038 (ACS 5-year 2020-2024), the fourth most of any state. A buyer who has just closed may plan new floors before unpacking, and installers use the move-in year to understand the timing. The table counts households, not leads.

Article 36-A of the General Business Law defines its terms in section 770 (revision of May 29, 2020). Subdivision 3 lists flooring, basements, windows, siding and other work as home improvement. The same subdivision then leaves out several things, among them "the sale or installation of decorative goods or services, such as draperies and carpets," and the sale of goods by a seller who does not arrange or perform any installation.

Subdivision 5 of GBL 770 (revision of May 29, 2020) defines a home improvement contractor as a person or business whose home improvement contracts with all customers total more than $1,500 in cash price during any 12 consecutive months. Subdivision 6 applies the contract rules to agreements over $500.
