New York moved homes to the 2024 IECC
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
The DOE Building Energy Codes Program page for New York (checked October 7, 2026) lists the 2024 IECC, with state amendments, as the current residential code. It shows an adoption date of July 25, 2025 and an effective date of December 31, 2025, and lists the 2021 IECC among the earlier residential editions.
Window buyers whose crews priced jobs under the earlier edition can ask the request form for the scope of work, so an estimator knows before the visit whether the job is a few sashes or every opening in the house.
One ENERGY STAR zone, three IECC zones
For ENERGY STAR products the state is simple. The ENERGY STAR climate zone map (August 2025) shows the whole of New York in the Northern zone so one certified window specification covers every county.
The building code map is more detailed. In the DOE county guide, PNNL-33270 (2021 county data), 8 New York counties are in IECC zone 4A, 36 are in zone 5A and 18 are in zone 6A. All three carry the letter A, which DOE uses for moist climates; the zone number changes the code values for windows.
Housing age and value in New York
Pre-war housing is a large part of the New York market. Table B25034 (ACS 5-year 2020-2024) counts 2,598,944 units built in 1939 or earlier, and 73.9% of all units were built before 1980.
The median year built is 1959 in table B25035 (ACS 5-year 2020-2024). The median value of an owner-occupied home is $423,800 in table B25077 (ACS 5-year 2020-2024). That is a statewide median; buyers who price by area set their rules by ZIP code.
What New York requires of home improvement contractors
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
The rules a window contractor meets depend partly on the county. The Attorney General's guide, Hiring a home-improvement contractor (checked October 7, 2026), says licensing is required in New York City and five named counties, and that state law requires a written contract for home improvement work. The same guide says contractors must deposit progress payments in an escrow account, or can instead obtain a bond.
The guide also tells homeowners to check permits and inspections with the local building department. The three-day cancellation rule and the state's telemarketing statute are summarized on leads in New York.
New York window lead filters
Because licensing is local here, a buyer can start with geography and then narrow by job.
- ZIP code: splits licensed jurisdictions from the rest of the state and keeps a buyer inside one IECC zone if needed.
- Home age: pre-war homes form their own segment in the Census counts above.
- Number of windows and scope: tells an estimator whether the visit is for a few units or the full house.
- Homeowner status: the owner signs the written contract the state requires.
