Pennsylvania changed codes this year. The DOE Building Energy Codes Program page for Pennsylvania (checked October 7, 2026) lists the 2021 IECC as the residential code, with state amendments, adopted October 16, 2025 and effective January 1, 2026. Commercial work moved on the same dates to the 2021 IECC and ASHRAE 90.1-2019. DOE lists the Department of Labor and Industry, which administers the Uniform Construction Code, as the adoption contact.

Pennsylvania's Uniform Construction Code regulations address window replacement by name. 34 Pa. Code 403.1 (checked October 7, 2026) excludes from the code alterations to residential buildings that do not make structural changes or changes to means of egress, except as required by local ordinances under sections 303(b)(1) or 503 of the act. The same paragraph says that a structural change does not include a minor framing change needed to replace existing windows or doors.

Because local ordinances can add requirements, buyers whose installers work in several municipalities can ask each crew which permits its townships and boroughs require.
