Pennsylvania's older housing and its owners

Pennsylvania has a large stock of pre-war homes. In table B25034 (ACS 5-year 2020-2024), 1,450,253 housing units were built in 1939 or earlier, and 67.2% of all units were built before 1980. Table B25035 puts the median year structure built at 1965 for the same period.

Owner counts come from table B25003 (ACS 5-year 2020-2024): 3,656,971 owner-occupied units out of 5,274,853 occupied housing units in Pennsylvania. Only those households can sign for a new roof.

Pennsylvania hail in 2025 and federal storm declarations

NOAA's Storm Events Database 2025 details file lists 132 Pennsylvania records with event type Hail. Because every record carries a county or forecast zone and a date, a buyer can line them up against its clients' service areas.

FEMA's Disaster Declarations Summaries contain no Pennsylvania major disaster declared from January 1, 2023 through October 7, 2026 for severe storms, tornadoes or a hurricane. The state did receive DR-4815 for Tropical Storm Debby on September 11, 2024; it is a tropical storm declaration and is not part of this count.

The counts work this way. Hail: each 2025 Storm Events record for Pennsylvania with event type "Hail", which the file keeps at one record per county or forecast zone per event. FEMA: each DR number counted once if its incident type is severe storm, tornado or hurricane or its title names one, with declarations typed as severe winter storms excluded.

Pennsylvania contractor registration and storm claim guidance

This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.

Pennsylvania's Insurance Department speaks to roofing after storms in its consumer releases. Its June 24, 2026 release on contractor scams after summer storms states that home improvement contractors that earn more than $5,000 in business per year in Pennsylvania must register with the Attorney General's Bureau of Consumer Protection.

The same release points homeowners to Act 21 of 2012, the Public Adjuster Law, and describes a public adjuster as a person or business a consumer can hire to negotiate an insurance claim with the insurer. The department's natural disaster insurance guide adds that public adjusters are state-licensed, and it tells homeowners to get the total cost, the work to be done and the timetable in writing.

Registration under the Home Improvement Consumer Protection Act and its rescission period are described on leads in Pennsylvania.

Fields Pennsylvania roofing buyers filter on

Each filterFilterA rule that decides which leads a buyer is offered, based on fields such as vertical, sub-type, state, ZIP code, homeownership or accident details. Glossary below maps to one of the Pennsylvania facts on this page.

  • Project type: repair or full replacement, kept apart so a client that only replaces roofs on older houses is not sent patch jobs.
  • Insurance claim status: whether the homeowner has filed, plans to file or is paying directly, since a claim can bring an adjuster or a public adjuster into the job.
  • ZIP code: the counties and ZIP codes each registered contractor serves, which can follow the hail records above.
  • Homeowner status: an owner has to sign the contract.

Where buyers filter in Pennsylvania

Roofing leads in Philadelphia, in Pittsburgh or around a single county seat are all set the same way, by ZIP code. The Census Bureau's July 1, 2025 estimates give the six largest metro areas that include Pennsylvania counties. Philadelphia-Camden-Wilmington and Allentown-Bethlehem-Easton cross state lines, so their figures are for the whole metro area.

  • Philadelphia-Camden-Wilmington (PA-NJ-DE-MD): 6,329,118 (July 1, 2025 estimate, whole metro area)
  • Pittsburgh: 2,421,992 (July 1, 2025 estimate)
