Storm disasters and wind damage in West Virginia
FEMA has declared six West Virginia major disasters for severe storms since January 1, 2023, counted through October 7, 2026 in the Disaster Declarations Summaries: DR-4756 (January 30, 2024), DR-4783 (May 22, 2024), DR-4787 (May 24, 2024), DR-4861 (February 26, 2025), DR-4884 (July 22, 2025) and DR-4932 (August 3, 2026). Most titles also name flooding, landslides or straight-line winds. A separate declaration for Post-Tropical Storm Helene, DR-4851 (December 9, 2024), is a tropical storm declaration and is not in the six.
Wind outnumbers hail in the state's storm records. The 2025 file of NOAA's Storm Events Database has 681 West Virginia thunderstorm wind records and 104 hail records.
How these were counted: each NOAA figure is the number of 2025 records of that event type for West Virginia, where one record covers one county or forecast zone in one event. The FEMA figure is distinct state major disaster (DR) declarations with a severe storm, tornado or hurricane as the incident type or in the title, leaving out severe winter storms.
The Storm Scammer Consumer Protection Act
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
West Virginia regulates insurance-paid roofing work in a dedicated article, W. Va. Code 46A-6M, added by Enrolled Committee Substitute for H. B. 2395 (passed March 14, 2015). It covers a roofing contractor working on a roof system, which the article defines to include guttering and weatherproofing, on residential real estate.
- Cancellation: an owner who expects insurance to pay may cancel before midnight of the fifth business day after the insurer says all or part of the claim is not a covered loss (46A-6M-2).
- Disclosure: before signing, the contractor gives the owner a boldface statement of that right and a detachable notice of cancellation form (46A-6M-3).
- Payments: no advance payment may be required until the cancellation period ends, and payments are returned within ten days of a cancellation, apart from authorized emergency repairs (46A-6M-4).
- Prohibited acts: the contractor may not negotiate the claim for the owner or offer to pay or rebate the deductible (46A-6M-5).
Licensing sits with the West Virginia Contractor Licensing Board. Section 30-42-3(d) of article 42 (effective July 24, 2022) brings residential work costing $5,000 or more within the contractor definition. The rest of the licensing rules and the home solicitation cancellation period are on leads in West Virginia.
West Virginia homeowners and housing age
West Virginia has 545,595 owner-occupied units among 728,655 occupied housing units in table B25003 (ACS 5-year 2020-2024). Owners are the only people who can sign a roofing contract and receive the cancellation notice.
For roof age, table B25034 shows 55.9% of the state's housing units built before 1980, and table B25035 gives a median year built of 1976, both in the ACS 5-year estimates for 2020-2024.
What West Virginia roofing buyers filter on
- Insurance claim status: filed, planned or none. A claim-paid job carries the five-day cancellation right and the bar on advance payments.
- ZIP code: buyers draw coverage around the counties in a FEMA declaration or a 2025 wind report.
- Project type: wind or hail repair, gutter work that falls under the roof system definition, or a full replacement.
- Homeowner status: an owner must sign, so leads from renters are filtered out.

West Virginia roofing lead questions
What happens to a West Virginia roofing contract when the insurer denies the claim?
The owner may cancel before midnight of the fifth business day after the insurer's notice, under W. Va. Code 46A-6M-2 as enacted in H. B. 2395 (2015). The contractor returns payments within ten days, except for authorized emergency repairs. This is general information, not legal advice.
Was Hurricane Helene part of the West Virginia storm declaration count?
No. FEMA recorded DR-4851 for Post-Tropical Storm Helene (December 9, 2024) as a tropical storm, so it is listed on this page but not counted among the six severe storm declarations since 2023.
Which West Virginia roofing jobs need a contractor license?
Under section 30-42-3(d) of the Contractor Licensing Act (effective July 24, 2022), residential work costing $5,000 or more is contractor work, and the West Virginia Contractor Licensing Board issues the license.
Can a buyer take roofing leads in Charleston, West Virginia only?
