Maryland rules on deductibles and contractor insurance
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Maryland names the deductible problem in its insurance code. Under Insurance Article 27-407.2 (Maryland Code, checked October 7, 2026), it is a fraudulent insurance act for a contractor offering home repair or remodeling services for damage to a private residence to pay, or offer or promise to pay, any part of the insured's deductible with intent to defraud the insurer, when the work will be paid from the proceeds of the property or casualty policy.
The contractor license carries an insurance floor as well. Business Regulation 8-302.1 (Maryland Code, checked October 7, 2026) requires every applicant for a home improvement contractor license, and every licensed contractor, to maintain general liability insurance of at least $500,000. Chapter 529 of 2024 raised the amount from $50,000, effective October 1, 2024.

Counting method: the hail figure is the number of 2025 Storm Events entries for Maryland typed "Hail", one entry per county or forecast zone per event. The FEMA figure counts each DR number once when FEMA typed the incident as a severe storm, tornado or hurricane or the title names one of them; declarations typed as severe winter storms are left out.
