Texas counties are spread over six IECC zones. DOE's county guide, PNNL-33270 (2021 county data), assigns Texas counties to six IECC zones: 2A in 81 counties, 3B in 70, 3A in 58, 4B in 28, 2B in 14 and 1A in 3. DOE uses A for moist and B for dry, and Texas has counties in both groups.

Window ratings split as well. Texas crosses more than one zone on the ENERGY STAR climate zone map (August 2025). The official ENERGY STAR zone finder returns the zone for a single ZIP code, which suits a buyer that covers, for example, both Houston and El Paso.

Coastal inspections and contractor rules in Texas

The Texas Department of Insurance sets a building standard for part of the coast. Its page on windstorm inspections (checked October 7, 2026) says properties in 14 coastal counties and in parts of Harris County east of Highway 146 are in a designated catastrophe area, and that most homes need a certificate of compliance to buy a Texas Windstorm Insurance Association policy. TDI states that most new construction, roof replacements, major repairs and other alterations require an inspection, and its list of examples that do not includes replacement of glass in windows or doors.

Texas has no state registration for home builders today. A 2011 House bill analysis records that the Residential Construction Commission ceased to exist on September 1, 2009. The trade licenses the state does issue are described on leads in Texas.
