KRS 318.030 (effective July 15, 2010) says no person shall engage in or work at the trade of plumbing without a master plumber's or journeyman plumber's license from the Department of Housing, Buildings and Construction. The business must also carry general liability insurance of at least $250,000 and show compliance with workers' compensation and unemployment insurance laws.

The rule is statewide. KRS 318.015 (effective June 29, 2017) applies the chapter in all counties of the Commonwealth and excludes farmsteads. The definition of plumbing in KRS 318.010 (effective July 15, 2010) includes the fixtures for using water and the drainage pipes that carry waste water away, the parts of a bathroom that most remodels touch.

When a remodeling sale is solicited and signed at the buyer's home, KRS 367.430 (checked October 7, 2026) requires a written agreement dated the day the buyer signs. It must carry a statement under the caption "Buyer's right to cancel," worded as the statute sets out, telling the buyer how to mail a cancellation and to what address. Until the seller complies, the buyer may cancel by any means. Emergency requests are excepted.

The statute has limits on what counts. The definition in KRS 367.410 excludes sales made after prior negotiations and sales by telephone that the buyer initiated. The cancellation period itself is on the combined Kentucky page.

Federal law has a parallel: the FTC's Cooling-Off Rule allows three days to cancel some purchases made in the buyer's home.
