Washington defines a flooring trade in rule. WAC 296-200A-016(22) (effective 2009) describes the "floor covering and counter tops" specialty as installing, repairing or replacing floor covering materials, including surface preparation, and names linoleum, carpet and pads, and materials made of wood, vinyl, laminates and rubber. The rule adds that work in this specialty may also need plumber certification under chapter 18.106 RCW or an electrical license under chapter 19.28 RCW. Tile setting is a separate specialty in subsection (56) of the same rule.
The Department of Labor and Industries registration page (checked October 7, 2026) says a specialty contractor may work only in the specialty it is registered in and cannot hire subcontractors. It lists a $15,000 surety bond for specialty contractors, $30,000 for general contractors, and general liability insurance of $200,000 public liability and $50,000 property damage or a $250,000 combined single limit.
