Insurance is part of registering. The Idaho Attorney General's Consumer Protection Manual (posted April 2018) says a general liability policy of at least $300,000 is required to meet contractor registration requirements under Idaho law, and it tells homeowners to verify coverage before hiring.
The Attorney General manual (posted April 2018) also advises homeowners that a residential construction or home improvement contract should be in writing and should list, among other items, a complete description of the work, the grade and quality of all materials, starting and completion dates, the total cost and a payment schedule. For flooring, the material grade line is where the product a homeowner chose gets written down.
Paperwork continues to the end of the job. The same manual (posted April 2018) says that by the end of the project the general contractor must give the homeowner a list of all subcontractors, material suppliers and rental equipment providers who did work or supplied materials in excess of $500, with business names, addresses and phone numbers, before final payment. On a flooring job, the business that supplies the material can be separate from the one that installs it.
