As the Consumer Protection Division explains on its Storms and Fraud page (SB 201 rules in effect July 1, 2025), it covers a contract signed with a homeowner within one year of a natural disaster to repair, replace or mitigate disaster damage to the home.

Under those contracts the contractor must substantially begin the work within one year of signing and may not take an assignment of the homeowner's insurance proceeds. The homeowner may cancel before midnight on the fifth business day after receiving the insurer's written notice that all or part of the claim is not a covered loss, and the contract must carry a detachable "Notice of Cancellation" form.
