Florida product approval and installer licensing

Florida regulates the window itself as well as the installer. Under Florida Statutes 553.842 (2026), the Florida Building Commission runs a product evaluation and approval system, and subsection (5) names windows, exterior doors, skylights, shutters and impact protective systems among the categories it must approve by one of the listed methods. The same subsection bars marketing a product as hurricane, windstorm or wind-borne debris protection unless it holds approval under that section or section 553.8425.

On the installer side, Florida Statutes 489.113 (2026) requires a person to be certified or registered to engage in the business of contracting. Subsection (6) directed the Construction Industry Licensing Board to set up, by July 1, 2025, voluntary certified specialty categories that include window and door installation, garage doors and hurricane or windstorm protection. The statute says such a category does not create a mandatory licensing requirement.

Florida climate zones for window work

For the building code, Florida has just two zones. PNNL-33270 (2021 county data), prepared for DOE, assigns 63 counties to IECC zone 2A and the remaining 4 to zone 1A. Both use the letter A, which DOE applies to moist climates.

ENERGY STAR draws its window lines differently. Florida falls in more than one window zone on the ENERGY STAR climate zone map (August 2025), so a buyer working several regions can look up each county or ZIP code in the official ENERGY STAR zone finder before matching products to territory.

Florida applies the same model code edition to homes and commercial buildings. The DOE Building Energy Codes Program page for Florida (checked October 7, 2026) lists the 2021 IECC with amendments as the residential code, effective December 31, 2023, and the page shows no adoption date for it. DOE names the Building Codes and Standards Office of the Department of Business and Professional Regulation as the state contact.
