Florida hurricane declarations and 2025 hail
Hurricanes account for most of Florida's recent federal storm record. FEMA's Disaster Declarations Summaries show six Florida major disasters declared between January 1, 2023 and October 7, 2026 that fall inside the count used on this page, four of them named hurricanes:

- DR-4734, Hurricane Idalia (August 31, 2023)
- DR-4794, severe storms, straight-line winds and tornadoes (June 17, 2024)
- DR-4806, Hurricane Debby (August 10, 2024)
- DR-4828, Hurricane Helene (September 28, 2024)
- DR-4834, Hurricane Milton (October 11, 2024)
Hail is recorded separately. The NOAA Storm Events 2025 details file holds 84 Florida records with event type Hail, which ranks Florida 29th of the 50 states in that file. Each record names the county or forecast zone and the date of the report.
Counting rules: one hail record equals one county or forecast zone on one 2025 storm date, so a storm that crosses three counties adds three records. A FEMA declaration is counted once when its incident type is a severe storm, tornado or hurricane, or when its title names one; a title that names only severe winter storms is not counted.
Florida statutes on claim-paid roof work
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Florida writes its roof claim rules into the contracting chapter. Under section 489.147 (2026 Florida Statutes), a contractor may not offer a residential property owner a rebate, gift card, cash, coupon, deductible waiver or other thing of value for letting the contractor inspect the roof or for filing a roof damage claim. Paying or taking a referral fee for work paid by property insurance is also barred, and each violation can bring a fine of up to $10,000.
Contractor advertising that steers a consumer toward a roof claim has to say, in type of at least 12 points, that the consumer pays any deductible. A contract to repair or replace a residential roof must list the barred inducements; without that notice, the owner may void the contract within 10 days. The contract also needs a 14-point bold statement advising the owner to confirm coverage with the insurer before signing.
Storm timing matters under the same section. If the contract is signed within 180 days of events covered by a Governor's state of emergency, and the home is inside that area, the owner may cancel within 10 days of signing or by the official start date, whichever is earlier.
A second statute concerns the claim itself. Section 627.7152(13) (2026 Florida Statutes) says a policyholder may not assign post-loss benefits under a residential property policy issued on or after January 1, 2023, and an attempted assignment is void. Owners and housing age in Florida
Florida had 5,918,647 owner-occupied homes out of 8,752,810 occupied housing units in Census table B25003 (ACS 5-year 2020-2024). A roof contract under section 489.147 is signed by the titled owner, so this count is the pool a Florida roofing lead is drawn from.
Much of the stock dates from after 1980. Table B25034 (ACS 5-year 2020-2024) puts 34.0% of Florida units before 1980 and counts 1,128,982 units built from 2010 to 2019 plus 328,925 built in 2020 or later. The median year structure built in table B25035 is 1988 for the same period.
What Florida roofing buyers filter on

- Insurance claim status: filed, planned or not involved, because both section 489.147 and the assignment limit apply to claim-paid jobs.
- ZIP code: coverage drawn around the counties named in a declaration or a state of emergency.
- Project type: emergency repair, partial repair or full re-roof after a hurricane.
- Homeowner status: the person holding title signs the roof contract, so renters are screened out.
