FEMA's Disaster Declarations Summaries list two since January 1, 2023, both for severe storms, straight-line winds and tornadoes: DR-4684 on January 15, 2023 and DR-4710 on May 5, 2023. The data downloaded on October 7, 2026 shows no later Alabama storm declaration.

Method: the wind and hail figures count 2025 Storm Events records for Alabama by event type, one record per county or zone per event. The FEMA figure counts separate state major disaster declarations since January 1, 2023 whose incident type, or title, is a severe storm, tornado or hurricane. Alabama has a chapter of its Code just for residential roofing. Under Code of Alabama 8-36-2 (as amended by Act 2019-99), a person who signs a written contract with a residential roofing contractor, to be paid from a property and casualty insurance policy, may cancel it before midnight on the fifth business day after the insurer says in writing that all or part of the claim is not covered, or that the covered claim will not pay the full contract amount.

The same section requires a boldface notice of that right and a detachable cancellation form, bars the contractor from requiring payment (other than for emergency services) until the five-day period ends, and bars it from representing or negotiating for the owner on the insurance claim for a roof system.

Roofing is also a licensed trade. Code of Alabama 34-14A-2 (as published October 2026) brings a residential roofer under the home builder licensing law when the cost of the undertaking exceeds $2,500. The Home Builders Licensure Board (as of October 2026) issues a Roofers License without the builder exams and asks for a $10,000 license/permit bond.
