North Dakota and the residential energy code
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
The DOE tracker shows no statewide energy code for North Dakota. The Building Energy Codes Program page for North Dakota (checked October 7, 2026) lists "None Statewide" as the current state code for both residential and commercial buildings, leaves the effective date, adoption date and state amendment fields blank, and shows "Yes" for use of COM/REScheck. Its primary contact for code adoption is the North Dakota Department of Commerce.
With no statewide residential code named on that page, buyers can ask each contractor client which energy requirements, if any, a job is quoted to before they compare quotes across North Dakota towns.
Window and climate zones in North Dakota
The ENERGY STAR climate zone map (August 2025) places every part of North Dakota in the Northern zone. A Northern-qualified window is therefore the ENERGY STAR reference product in Fargo, Williston and every ZIP code between them.
For the IECC map, the county tables in PNNL-33270 for DOE (2021 data) split the state's 53 counties into 37 in zone 6A, where A means moist, and 16 in zone 7, a zone without a moisture letter. Window buyers who reference IECC zones in their product rules can map the zone 7 counties to ZIP codes once and keep the list with their filters.
North Dakota housing age and home values
Nearly half of North Dakota's housing was built before 1980: 47.8% in table B25034 (ACS 5-year 2020-2024). The 1970s alone account for 62,201 units in the same table, and table B25035 for 2020-2024 puts the median year built at 1982.
Home values are moderate. Table B25077 (ACS 5-year 2020-2024) gives a median owner-occupied value of $249,900. Buyers that sell window packages by price band can pair a value range with their ZIP code list.
North Dakota contractor law for window jobs
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
North Dakota sets a dollar line for its contractor license. Under N.D.C.C. 43-07-02(1) (Century Code, checked October 7, 2026), a person may not act as a contractor when the cost, value or price per job exceeds $4,000 without first holding a license under the chapter, and an unlicensed contractor may not maintain a court claim related to that business.
The same section defines construction fraud, which includes willfully abandoning a project after receiving payment. Section 43-07-02(3) (checked October 7, 2026) treats a project as abandoned when the contractor fails to substantially start work within 60 days of a starting date agreed in writing, or within 90 days of the contract date if no start date was written, or fails to finish within 90 days of a written completion date, or within 180 days of the contract date without one. Window crews that order custom units with long lead times can put realistic dates in writing.

Fields North Dakota window buyers filter on
- Number of windows and scope: a small repair and a whole-house order sit on different sides of the license threshold.
- ZIP code: the zone 7 counties can be grouped by ZIP code, and border metros can be limited to the North Dakota side.
- Home age: close to half the housing predates 1980, so the year built tells a crew how old the window openings are.
- Homeowner status: the owner agrees to the start and completion dates in the contract.
Where buyers filter in North Dakota
Four metropolitan areas anchor North Dakota in the Census Bureau's July 1, 2025 estimates. Fargo and Grand Forks reach across the Red River into Minnesota, so their figures are whole-metro totals. A window buyer can keep to North Dakota ZIP codes in those two metros or take both sides of the river.
- Fargo, ND-MN: 269,528 (July 1, 2025 estimate, whole metro area)
- Bismarck: 139,750 (July 1, 2025 estimate)
- Grand Forks, ND-MN: 105,046 (July 1, 2025 estimate, whole metro area)
- Minot: 75,694 (July 1, 2025 estimate)
