Plumbing businesses apply separately for a plumbing contractor registration.
The Division also tells homeowners who is allowed to do the work. Its electrical and plumbing permits page (checked October 7, 2026) says it is a violation of state law for anyone other than the homeowner who is not a registered plumbing contractor to install a plumbing project on the property, and that the hired contractor obtains the permit. The same page says the state does not inspect in local jurisdictions that run their own plumbing inspection program.

In the Attorney General's copy of Colorado Revised Statutes 2017, title 5, section 5-3-404 says that within ten days after the seller receives a notice of cancellation, the seller tenders back any payments, any note and any goods traded in.
Section 5-3-403 requires a written agreement dated the day the buyer signs, with a statement of the buyer's rights that meets the FTC notice rule. Sales at a home that fall outside the state statute may still be covered by the federal FTC Cooling-Off Rule, which lets a buyer cancel certain in-home purchases within three days.
