Federal declarations are a different measure. FEMA's Disaster Declarations Summaries show one Colorado major disaster for storms from January 1, 2023 through October 7, 2026: DR-4731 for severe storms, flooding and tornadoes, declared August 25, 2023.
How the counts work: each Storm Events figure is the number of 2025 records of that event type for Colorado, one per county or forecast zone per event. The FEMA count is distinct state DR declarations with a severe storm, tornado or hurricane as the incident type or in the title; severe winter storms are not included.
Colorado residential roofing contract law
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Colorado regulates the roofing contract itself in title 6, article 22 of the Colorado Revised Statutes, published by the Colorado Attorney General in a copy current through the 2020 regular session. Under section 6-22-102 the article covers residential roofing work of more than one thousand dollars per contract. Section 6-22-103 requires a written contract signed by both sides before work starts, stating:
- the scope of services and materials, the approximate dates and the approximate cost based on damage known at signing
- the contractor's physical address, email, phone and other contact details, plus its surety and liability insurer if any
- a rescission clause with a full deposit refund within seventy-two hours of signing
- a statement that the contractor cannot pay, waive or rebate the insurance deductible when insurance pays
- a bold statement that the contractor holds the owner's payments in trust until materials are delivered or most of the work is done
Section 6-22-105 backs the deductible rule: if a roofer violates it, the insurer is not obligated to consider that roofer's estimate, and the owner or insurer may sue for damages.
