The New Mexico roofing license class
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
New Mexico licenses roofing as a named trade. The Construction Industries Division classification rule, 14.6.6.9 NMAC (effective March 10, 2022), lists GS-21 Roofing among its general construction classifications and requires two years of foreman level practical or related trade experience. The scope covers installing, altering or repairing roof systems on new or existing roof decks using materials such as asphalt, shakes, shingles, roof tile, slate or urethane, plus the work needed to prepare a deck or an existing roof.
The same GS-21 scope includes sheet metal work tied to a roofing project: flashing, cornices, skylights without structural framing changes, roof coatings, gutters, downspouts and prefabricated chimneys at or near the roof line. A buyer that sends a combined roof and gutter job to a crew can check that work against one classification.

Hail and storm disasters across New Mexico
The NOAA NCEI Storm Events 2025 details file holds 164 New Mexico records with event type Hail, each tied to a date and a county or forecast zone.
Two New Mexico major disasters fall inside this page's count in FEMA's Disaster Declarations Summaries from January 1, 2023 to October 7, 2026: DR-4843, declared November 1, 2024 for a severe storm and flooding, and DR-4886, declared July 22, 2025 for severe storms, flooding and landslides. FEMA files both under the incident type Flood.
The rule behind the numbers: each hail record is a 2025 Storm Events row for New Mexico with event type Hail, entered once per county or zone per storm. A FEMA declaration is included when it is a state major disaster declared on or after January 1, 2023 and its incident type or its title names a severe storm, tornado or hurricane, which is why the two flood-type declarations above count. Severe winter storms are not included.
New Mexico homes: owners and construction years
Half of New Mexico's housing units were built in 1985 or earlier. Table B25035 (ACS 5-year 2020-2024) gives a median year built of 1985, and table B25034 shows 42.7% of units built before 1980. Its largest decade band is 1970 to 1979, with 161,341 units in the 2020-2024 estimates.
Table B25003 (ACS 5-year 2020-2024) counts 585,937 owner-occupied units among New Mexico's 837,414 occupied units. Only those owner households can approve a roof replacement.
What New Mexico roofing buyers filter on
In New Mexico the filters map to the license scope and the storm record:
- Project type: roof repair, replacement, or roof work combined with gutters or flashing within the GS-21 scope.
- ZIP code: buyers match ZIP codes to the counties where a crew holds work and to recent hail dates.
- Homeowner status: an owner must approve the job, so renter requests are filtered out.
- Insurance claim status: whether the homeowner has filed or plans to file a property claim for storm damage.

New Mexico roofing lead questions
