Utah splits floor work in two. The S220 Carpentry and Flooring Contractor scope in rule R156-55a-301z (Utah Admin. Code, effective August 7, 2026) covers laminate, tile, cement, wood, synthetic wood or similar flooring, including sanding, staining and finishing new or existing floors, and the underlayment and subfloors beneath them.
The same rule limits who an S220 licensee can bring onto a job. Under rule R156-55a-301z(3) (Utah Admin. Code, effective August 7, 2026), an S220 licensee may not subcontract or hire anyone to perform work on a project outside the S220 scope. Incidental concrete work, grading and surface preparation related to the flooring work are included in the scope under 301z(2).
Some floor coverings sit outside licensing. The list of activities exempt from a contractor license in rule R156-55a-301an(1)(o) (effective August 7, 2026) includes carpet, vinyl sheet tile and vinyl plank floor installation. A buyer whose clients do both kinds of work may want to sort requests by material for that reason.
