Calling a job maintenance does not change that. In R156-55a-102, maintenance means routine repair, replacement or refinishing of an existing component, but it excludes plumbing work unless the person doing it holds a journeyman or master plumber license.
Specialty contractors get a narrow allowance. The same section defines incidental work as work tied to the specialty that does not exceed 10% of the overall contract and does not include electrical or plumbing work, per the current rule (effective August 7, 2026).
