That coverage sets the order of payment. According to the Utah Insurance Department claim guide (as of October 7, 2026), anyone hurt in a vehicle must first claim under the policy covering that vehicle, and the first $3,000 in medical expenses for each injured person is paid under PIP before a claim can be filed with the responsible driver's insurer.
